Prepayment consumption may be legislated

The Consumer Council (CC) is studying whether or not Macau needs to legislate prepayment consumption, president Wong Hon Neng said.
Wong said the council is concerned about the disputes caused by this form of consumption in recent years, Radio Macau reported yesterday.
For example, the Viva Macau incident occurred last year that affected a lot of residents and tourists was “a problem arisen from prepayment consumption”, he said.
The CC chief disclosed that the agency is currently trying to find out whether legislation to monitor prepayment consumption is needed in the city, and will present a proposal to the Government later.
According to Wong, this kind of consumption, which has become increasingly common in places such as Hong Kong and Macau, usually involves special offers from shops to attract consumers.
He reminded locals to stay alert if the offers can only be acquired after subscribing membership of the shop.
